Strategic Planning Advisory

Strategy built to be executed, not shelved.
Takoma delivers rigorous strategic plans for donors, investors, governments, and enterprises — sequenced by what is viable now and what must be prepared for next.

The Problem

Most strategic plans are polished documents built on generic frameworks and industry averages, delivered to leadership teams who had no hand in shaping them. The result: a plan that belongs to the consultants, not the organization that must execute it.
Strategy without execution is a wish. Execution without strategy is noise. Takoma delivers both.
The instruments exist; they are simply aimed at the wrong questions. We reorient every engagement around a single outcome: a plan your team understands, owns, and is positioned to execute — complete with measurable milestones, clear accountability, and a built-in mechanism for course correction.

What We Deliver

1

Strategic Diagnostic. An unvarnished assessment of your competitive position, operational capacity, financial health, and leadership alignment — built on structured interviews, five years of data, and peer benchmarking. Not a polished presentation. A candid account of what works, what does not, and what the organization systematically avoids acknowledging.

2

Strategic Framework. Your three-to-five-year objectives, priorities, and explicit trade-offs — debated and agreed upon by your leadership team in the room, not imposed from outside. Every choice is owned before it is committed to paper.

3

Implementation Roadmap. A prioritized execution plan with quarterly milestones, assigned accountabilities, resource requirements, and success metrics. Every initiative has a named owner and a confirmed first 30-day action before we disengage.

4

Performance Framework. Leading and lagging indicators, a defined review cadence, and decision rules for when a performance gap requires a strategic response — not just an operational adjustment.

5

Capability Transfer. An Internal Strategy Review Guide and a trained internal facilitator, so your team can run quarterly reviews without ongoing consultant dependency. Our goal is independence, not retainer lock-in.

The Takoma Strategic Progression

Our methodology is designed for implementation, not analytical elegance. Each phase has a clear purpose, specific activities, and a defined deliverable. Nothing is decorative.
We assess five dimensions: competitive position, operational capacity, financial health, leadership alignment, and external environment. This includes 15 to 25 structured interviews with leadership, frontline staff, and external stakeholders; five years of financial and operational data analysis; and benchmarking against three to five comparable organizations. You receive a Diagnostic Findings Report within two weeks of fieldwork, and we review it with your leadership team before any findings are finalized.
A two-day workshop with your leadership team, using Diagnostic as our foundation. We do not arrive with a pre-written strategy — we arrive with the critical questions your organization must answer. We facilitate, challenge assumptions, and prevent premature convergence on comfortable answers. Your team leaves with a draft strategic direction they built together, not one handed to them.
We translate your Framework into a detailed execution plan: quarterly milestones for year one, annual milestones for years two and three, assigned accountabilities, a resource model, and a performance monitoring framework. We also conduct a pre-mortem — identifying likely failure modes before implementation begins, not after the first review cycle reveals them.
We do not deliver the final document and leave. We hold a half-day activation session where every initiative is assigned to the owner with a confirmed first 30-day action. We deliver the Internal Strategy Review Guide, train your designated lead to use it, and schedule a 90-day check-in before we disengage. The engagement ends when implementation begins — not when the report is printed.
